Definitions
These definitions weren't necessary several years ago, but that has apparently changed.

Civilian: Anyone not serving in active US Military service, or as PotuS during a War-status declared by the House of Representatives.

Civil Authorities: Civilians who are involved in the various forms of non-Military governing that have the responsibilities of the Five-P's – Police, Prosecution, Probation, Prison, Parole. The word Civil, as in Civil Authorities, means the same as Civilian Authorities. It does not mean civil, polite, ladylike, gentlemanly, or etc. A joke is that they're 'Snivel Servants' because they're never happy & are always sniveling about something. And, that's pretty-much accurate.

Civilian Peace Officer: Anyone with powers of arrest who is not a Military Policeman, Shore Patrol, or other arrest-capable Organization of the US Department of War a.k.a. the US Department of Defense. Also known as Deputy, Sheriff, Warden, Constable, Marshall, Agent.

Law Enforcement: The activity of enforcing a law not repugnant to our uSA's Constitution & therefore no law at all. Patrolling, investigating, preventing, & etc – are not enforcement activities. The term 'law enforcement' is NOT a job-title & is merely a small part of an overall job-description.

Citizen: National status of a person.

Eg: American Citizen. Mexican. Nigerian. Angolan. Japanese. Italian.

NOT implied, is race or etc. Eg: Mexican, doesn't mean hispanic or latino or latinx or etc.

Resident: Physical living status as related to government organizations of National subdivision. Eg: Resident of California, Resident of Los Angeles, Resident of Alpine County, Resident of Indian Nations, or etc.

With the militarization of militants in policeman's costumes, a contempt against the Citizen developed as early as the late 1970's, or not much later. The honorarium of 'Citizen' is disdained by civilian peace officers, who furthermore refuse to admit that they, themselves, are in fact, civilians. Whether they're employed by a State, Commonwealth, Territory, District, County, Parish, City, Town, Village, Borough, Ward, or etc – they are of the same civilian entities as the Garbage Man, Street Sweeper, Streetlight Maintainer, Park Lawn Mover, Sign Maintainer, Pavement Maintainer, Land Striper, Curb Painter, & etc.

'Citizen', is how people were referred-to by each-other in America, by public-servants, & etc, up until the SWAT era began. New York City, Chicago, Los Angeles, & maybe more American Cities claim to have been the first to organize civilian peace officers as commando stormtroopers for local blitzkriegs. LAPD Chief Darrell Gates named it SWAT & the A initially stood for Assault, but Citizens didn't like it & so A came to be tamed-down to And, & T was tamed down to Tactics.

The most recent time I remember the respectful word 'Citizen' being used was in a movie portraying plain-clothes peace officers together in an unmarked sedan. Incidentally, they also referred to themselves as peace officers, not as law enforcement. They noticed a disturbance outside of the entrance to a Restaurant. The Partner not-driving asked, "Hey, what's with the Citizen?" Who was laying on his back on the sidewalk. That movie is Dirty Harry.

Any "Law Enforcement" in "Ze People's Socialist Republik und Police State uf Kalifornia," is going to be given one chance & only one chance, to get that straight, if they want to continue to be a "civilian peace officer" in "California."
