Financial Responsibility
There will be no more expired registrations on the roads, no more uninsured motorists on the roads, & no more disproportionate charges levied onto We, the People, by DMV or any other Protection Money collecting R.I.C.O.'s.

Sound interesting, attractive, good, simplified & streamlined, relieving, & etc to you? Is there any reason you think things can't be overhauled for the better? Do you want to pay a lot less overall, rid yourself of as many bureaucrats & public-trough careerists as you can, have the endless count of rules & regulations & demands whittled-down to only those that are good, & etc? Yes, you do, because you're not a special kind of stupid, as the saying goes. You're very smart & you know things have been far out of hand and beyond your rightful control for your entire lifetime. You also know that that suffering isn't inevitable or necessarily permanent.

The Insurance Industry has been far too powerful & that for a very long time. The various charges by DMV, CHP, the State this & that, the County this & that, the Town this & that, & so-forth, are also running roughshod with parasitic overlording of We, the People. All of that would be better not left undone & unaddressed, & I'm going to change many things for our betterment if elected Governor of California this year. That'll require you elect Representatives who will work WITH me, not AGAINST me, to end Ze People's Socialist Republik und Police State uf Kalifornia. It can be done, & if you hire the Team & me to do it, we're gonna get 'er done.

Registrations will be as permanent as is ownership, & required if it's going to be used in & on public roadways. Registration will not be required if it's kept only on private areas, nor if it's not used at all. Paying "Non-Op" fees will be ended. Annual re-registration will be ended. Sellers' though, must still submit a Release of Responsibility upon sale, within one week or so. Purchasers need not register, unless or until using their machines on public highways, or towing or trailering their machine to outside of California. This will end the incessant annual fleecing of Californians by Kalifornia's DMV, FTB, or etc.

Several States & Commonwealths issue only one plate per machine or trailer. California issues one plate per registered Truck-Tractor, Semi-Trailer, permanent Tow-Trailer, Convertor Gear, Motorcycle, off-road machine, & etc. California issues small alphanumeric digits on car plates & motorcycle plates. California issues small plates with small alphanumerics for motorcycles & etc.
My intent is to issue only one, small plate, with small alphanumerics, per machine or trailer that's intended for public highway use. The option of a second plate, for an additional charge, will be available to the People, as their prerogative. An additional charge will not be made for an initial-issue vanity plate per machine. Changes away from the initial-issue standard or vanity plate, may be made at a minimal & very nominal rate that covers only the addition expenses of administering, producing, & delivering the replacement plate. There will be no more requirement for a second plate on anything in California.

Trailerable mobile homes will no longer be required to have, display, pay for, or maintain a plate, except during transit while transporting it. It will otherwise be deemed a house & have nothing to do with the CVC, FTB, DMV, or etc. Space rent may NOT be increased & Mobile Home Parks may NOT have their property taxes increased as a result, or for any other reason, for ten years following the change going into effect.

Residential property-tax will be ended for primary structures & lots. Second-homes, lots, & etc that are in California, will continue to be taxed as luxury properties. Primary homes in California will be taxed at half-rate if the Owner(s) have residential property outside of California. Excessively spacious structures will be subject to a one-time luxury tax per Purchaser(s) unless housing a large number of residents (yet to be defined).
All structures having more than one HVAC system, excluding swamp-coolers, excluding fireplaces & stoves, & excluding (tbd), will be taxed at a luxury-rate. All Business real-property will be taxed at half the current rate. All adjustments to real-property taxes & exemptions will require a three-quarters vote of the People.
